I have been doing watercolor for a few months, but I am self taught so I am definitely missing some fundamentals. How does one purposefully make a shaggy line like the ones in this picture? Thank you!

Edit: Its called cauliflowering, and there are lots of good tutorials (although most people seem to be trying to avoid the effect, not create it. To get the dramatic edges and some control, paint a darker color, let it dry until not shiny but still wet, then drop in water (or in this case, a darkish wash).
