Why is the ANC on these impossible to turn off?

I have turned them off on its dedicated app and I have turned off the Voice Focus AI too. But every time I receive a call, the audio from the outside world cuts off in the telltale ANC way.

I do not require Active Noise Cancelation at any point while using earbuds and they are, personally, a nuisance as they give me a headache. Is there some way to permanently turn off the ANC?
