Thoughts on my yeast progress?

How does this look? Fleishmans expired (2 mos?) active dry yeast (kept in a fridge) with 1 cup water and 1 teaspoon white sugar, left for 10 mins. Water was 110 degF and I warmed the bowl with other water first. This looks 'flat' to me.
