Is there a way to make already baked dense buns soft?

Couple reasons why I think my buns are dense is because I only proof it for an hour and my second proof was 45 minutes, I didnt add in a pot of water for the first few minutes, and I used water without adding any milk. So what are some ways to make my buns softer? I’m gonna try steaming the buns for now
