This is Interstate #2. A 1896 Badlwin 4-6-0 the railroad bought in a pair with #1, them being the engines that created the railroad.

I say its early because this engine was Scrapped in 1907. 11 years after it was acquired by the Railroad.

So this is likely the oldest known Photo of the Interstate, And the ONLY Known photo of their original #2.
