Hello! Any ideas of what this is on her hair and how to safely remove it without damaging the figure? It's very tough and makes me think of super glue or something similar. It doesn't soften with water (I tried wet wipes).

I've been collecting action figures and bjd for years but I'm new to these unarticulated ones. Is this a common issue with an easy fix or did I just get screwed? Any help is super appreciated!
