Hello it's my second time painting with cans

I'm making a rx7 and I wanted it to sparkle so was in the model shop and had the owner help me out a bit

he said yeah can use this first use the ps-53 and let it fully dry and after use the ps-5 ontop (I haven't put the ps-5 on yet)

Well looking online and thinking about it it's meant for rc car plastics the complete opposite of logic and was wondering

do any of you ppl know how this works and/or is meant to be used because I honestly don't know
