The Ustaše move freely from turnpike to turnpike." The joke itself is about two Ustaša soldiers speaking to each other. One says to the other: "We, the Ustaše, are actually the most modern army in the world. Our tram takes us from the eastern to the western, and from the southern to the northern front."
