Anyone have suggestions for repairing this rain jacket? I love it and would like to extend its life.

It's just a quarter inch section at the neck (where every rain jacket seems to fail eventually) and it's just started delaminating so I feel like if I patch it now it should work okay. I have access to:

• seam seal - though I want it to look clean, rather than goopy
• iron on seam tape for tents - last time I tried this on a rain jacket I'm not sure if I set the temp too hot on the iron... the tape stuck well, but just ended up peeling away more of the lamination where the tape stuck
• tenacious tape

Any tips appreciated for successfully repairing delamination. TY!

Edit: also to clarify, it’s only the lamination that is bubbling/cut. It’s about 5” long,
