I have tried both raising and lowering taxes, but there has been no change — tax revenue keeps decreasing and falls below the population count. City planning efforts have only managed to slow down the decline slightly; policies like Education for Profit and Higher Ticket Prices help a bit, but tax income still gradually drops. I am currently using the Realistic Population mod and Lifecycle Rebalance mod (default setting from the beginning).
