I've been playing for 2 weeks now and I noticed that when I turn on energy consumption awareness, my cims complain on social media but when I turn on recycling, everyone is happier with no downsides.

Can I just turn on recycling for my whole city with no repercussions? Do I need to adjust the waste collection infrastructure?
