I have tried reverse image searching and also using the search terms "blue gingham halter pinup style top/ bralette" and I haven't had any luck. This woman is so pretty! I love her tattoos, she makes a lot of tattoo related content so the moment I find her username again I will post it. Also, I am wondering if it is a handmade or vintage item considering the style.
