The name of the style is what is most important to me, but I'd also like some advice on where to look for this kind of vibe?

I want to find a dress like this for my friend's bd, preferably something color blocked/pastel like. Like cute buttons or a nice trim, maybe a cute print or pattern. I've looked everywhere but nothing seems to come close to what I have in my head :(

Lolita fashion seems to have most of the key elements but her style is more comfy/casual/90's toddler lol. I know new girl order and ragged priest have a similar aesthetic but can't find anything that I'm looking for currently on their site.
